Keith had not returned. Keith’s mother, Mary Chambers (formerly “Mary Warren”, and later ”Mary Couey,” hereinafter referred to as “Mary Couey”) notified the Montgomery County Police at the Wheaton/Glenmont station that Keith was missing. They informed her that unless he was an invalid or on medication, they would not look for him until 48 hours had passed. The police would not accept or document her report.
