Medical Examiners report-If the Medical Examiner/Coroner was on the scene why did Officer Leverette pronounce death? 

Im not stopping until justice and accountability are given.  I will continue to use facts to back up the claim that this case was botched from the moment Detective Beasley was assigned to it.  Here is proof in 1986 that police officers had the authority to pronounce death in Montgomery County Maryland.  Officer Leverette is the one named in the boxed marked pronounced. If the Medical Examiner or Coroner was on the scene why did Officer Leverette pronounce death? The same Medical Examiner also used misinformation to validate the cause of death. On this report as you can see he said he “spoke to victims sister” well Keith only had 1 sister and that’s me.  I was a minor and not even in the state of MD at the time or day of Keith’s death.  So you use mis-information, no evidence at the scene, lose the noose, clothing is changed, and no autopsy and this validates suicide?
